| Utility Services is a consulting firm formed in 2007, specializing in assisting registered entities in the Electric Reliability Organization (ERO) program. Under the ERO, registered entities are obligated to demonstrate compliance through specific performance requirements outlined in the Federal Energy Regulatory Commission (FERC) approved standards. Since its inception, Utility Services has provided guidance and assistance on registration, compliance, and standard development to over 40 registered entities in the Northeast Power Coordinating Council (NPCC) region of the United States and Canada. Clients include municipal and cooperative electric utilities as distribution providers and load serving entities, joint action agencies, independent generation owners and operators, purchasing selling entities, and transmission owners.
Utility Services is a market participant in the New England electric market as operated by ISO New England, a member of the Northeast Power Coordinating Council (NPCC), a member of the North American Electric Reliability Corporation (NERC), and registered in the NERC Ballot Body for Standard Development (NERC RBB). As a member of NPCC, Utility Services is a member of the Compliance and Regional Standards Committee and is a participant in the NPCC task force for regional standards on disturbance monitoring. At NERC, Utility Services is a participant in the Standard Drafting Team for the new Under Frequency Load Shedding program (NERC Project 2007-1) and Disturbance and Sabotage Reporting (NERC Project 2009-01).
Additionally, Utility Services is a member of the American Public Power Association and Northeast Public Power Association and serves as a representative for municipal electric utilities in the Transmission Access Policy Study group (TAPS), a national public power organization committed to improving transmission and reliability services on the electric grid.

Brian Evans-Mongeon, Principal Brian Evans-Mongeon has over twenty years of experience in the electrical utility business working for both Green Mountain Power Corporation as a Power Operations & Administration Manager and Vermont Public Power Supply Authority as a Marketing Services Manager. As the President and CEO of Utility Services, he is responsible for oversight of client’s ERO Compliance and Monitoring, ISO & NEPOOL markets, and Renewable Energy Trading and associated activities. Brian has an Associate degree in Electric/Electronic Technology from Vermont Technical College and a B. S. in Business Administration from the University of Vermont. |

John Helme, Technical Analyst
John Helme joined Utility Services in 2010 as a Technical Analyst. John assists with filing NERC compliance documents and assists clients with all ERO functions, in particular cyber security assessments. He has a B.S. in Electromechanical Engineering Technology and an A.S. in Electrical Engineering Technology from Vermont Technical College. John has extensive experience in the field of information technology management and computer support, working as both an IT consultant and Sales Manager for over nineteen years.

Justin Hadley, Associate
Justin Hadley joined Utility Services in 2010 as an Associate. Justin assists with filing NERC compliance documents and assists clients with all ERO functions. He has a B. S. in Engineering Management (Mechanical) from the University of Vermont. Justin has over five years of experience working as a project manager in the Power Plant and Industrial Construction field.

Jill Loewer, Office Coordinator Jill Loewer joined Utility Services in 2009 as the business’ Office Coordinator. Jill assists with writing and editing technical and office operating procedures. She also oversees all administrative functions including billing and bookkeeping, design all of Utility Services' marketing materials, and maintenance of the company’s website. She has a B.S. Degree in Chemical Engineering from the University of Maine at Orono. She has twelve years of experience working at GE Plastics and The Colgate Palmolive Company as a Packaging Development Manager as well as nine years experience managing several non-profit Vermont organizations.
