While these two standards are only applicable to IBR Generation, it has wide ranging affects on other standards. The enforcement date for both standards will be 4/1/2025.
PRC-028 essentially takes Sequence of Event Recording (SER)/Frequency Response (FR)/Dynamic Disturbance Recording (DDR) capabilities for IBR generation and separates it into its own standard. This will result in an update to PRC-002, changing the applicability section to exclude IBR generation. For those of you who will be applicable to PRC-028, there will be an increase in your recording capability requirements that will result in MAYBE needing to install additional hardware ($$$). The implementation plan does allow for some time to get it all installed and setup. Please reach out for specific details.
PRC-030 is (kind-of) an offshoot of PRC-004 that only applies to IBR generation. PRC-004 only focuses on BES interrupting devices. For IBR/Dispersed energy resources, if you lose generation capacity due to generation coming offline, but no BES interrupting devices operated (ie: on the collector BUS), you would not have to report. PRC-030 fixes that problem. If you lose 10% or more of your capacity (or 20mw or more if that is less than 10% of your nameplate capacity), then you need to investigate the event. Details are laid out within the standard. There is no implementation plan for this, so you’ll need to be ready for this type of investigation as of 4/1/2025.
